[Greetings]

I have been here in the Philippines a little over a year, and in that time I have seen the close relationship between the Government of the Philippines and U.S. government.

This relationship is built on a deep friendship between our peoples that spans decades, built on strong people-to-people relationships stemming from family ties, shared values, tourism and cultural exchange.

This relationship is based on a long-standing partnership to work together to address development challenges in the Philippines, promote bilateral trade and commerce, and address regional political issues.

And this relationship is based on an alliance that supports our mutual security, enables continued freedom of navigation, and upholds the defense of our shared values and liberty.

The United States and the Philippines truly are friends, partners and allies.

I would like to congratulate the organizers of this workshop, Pristine Solutions, Control Union, the Bureau of Fisheries and Aquatic Resources and its partners who have co-developed a certification scheme for sustainable seafood.

The U.S. government is honored to partner with the Philippine government and the Filipino people to help strengthen access to justice and the rule of law in the Philippines by supporting both the supply and demand sides of the effective and efficient administration of justice. Our partnerships with judicial governance actors and non-state actors working in this space have spanned more than three decades.

Over the past five years, USAID and other development partners have assisted the DOH to find missing TB cases, expand new diagnostic systems, and successfully treat one million Filipinos with TB. Through our partnership, the Philippines is also one of the few countries in the world that has introduced new, shorter anti-TB medicines and regimens.

The U.S. government’s close partnership with the Philippine government to invest in education has yielded significant success that we should all be proud of. Through our partnership, in the past six years, nearly four million school children now have better literacy and 25,000 vulnerable youth have greater ability to return to school or attain employment.

Through USAID-STRIDE, we worked with 25 U.S. universities to provide technical assistance to Philippine institutions. Working with the excellent talent in here, we have successfully set up Career Centers, Professional Science Masters Programs, Knowledge and Technology Transfer Offices, and strengthened collaboration between government, industry and academia.

The U.S. government recognizes plastic pollution as a critical issue. In 2018, President Trump signed the “Save Our Seas Act of 2018,” which encourages U.S. agencies to work with partner countries, including the Philippines, to address land- and sea-based pollution and improve waste management.

Combatting sea-based pollution is a shared priority for all of us. Every year, eight million tons of plastic waste is discarded into the world’s oceans, eventually making its way into the human food supply, particularly through fish products.

It is exciting to be among so many energetic young people who are part of the approximately 50 million Filipinos under the age of 24. This dynamic cohort has the potential to become the country’s next leaders of economic growth, governance, and social development. To unlock the potential of this demographic and maximize the benefits for the country, we need to promote youth’s active participation in the economy and society. This includes expanding their access to education as well as creating greater livelihood and employment opportunities for them.

The U.S. government is proud to have partnered with Philippine government agencies led by the Department of Education and TESDA, the local governments, the private sector, and educational institutions to provide opportunities for youth in Mindanao where more than 3 million children and youth are either out of school or out of work. Supporting these young people in realizing their potential will pay dividends for years to come as they will become leaders who shape the country’s future.

We started our Local Works journey through a comprehensive listening tour, talking to more than 500 people in 10 regions in the Philippines. . While we are used to engaging with people in the field, the open format allowed us to explore beyond the traditional boundaries of USAID assistance, learn more about challenges, and discover community assets and good local development models.

Eradicating TB is a top priority for the U.S. government. Around the world, USAID supports country-led efforts to develop, finance, and implement national and sub-national TB programs. We also strongly encourage partnerships with the private sector to achieve greater scale, sustainability and effectiveness of our development work.
