I am pleased to join everyone here today at the formal launch of the Pay Tax Online service, an online electronic payment, or e-payment, facility for internal revenue taxes. This e-payment platform is the product of a strong partnership between the Bureau of Internal Revenue and the Development Bank of the Philippines, with support from USAID. The U.S. government, through USAID, is delighted to support the Philippine government’s growth-enhancing tax administration and governance reforms as part of our shared goal of broad-based and inclusive growth for Filipinos.

At USAID, we believe that education serves as a driver for development and the elimination of extreme poverty. Education is transformational for individuals and societies. It also creates pathways to better health, economic growth, a sustainable environment, and peaceful, democratic societies.

The U.S.-Philippines Partnership for Growth with Equity was envisioned to address constraints to inclusive economic growth in the Philippines. COMPETE, which is one of the key USAID projects that contribute to this bilateral initiative, promotes greater trade and investment, thereby improving the overall competitiveness of the Philippines.

At USAID, we believe that gender equality and women’s empowerment isn’t a part of development, but the core of development, fundamental to achieving our sustainable development goals.
For societies to thrive, women and girls must have access to education, healthcare and technology. They must have opportunities to control resources, lands and markets. And they must have equal rights and equal opportunities as breadwinners, peace-builders and leaders. When women and girls reach their full potential, no matter what field they may be in, they can become powerful exponents for uplifting their families, their communities and their nation, thereby building a stronger Philippines and ASEAN.

The United States Government continues to endorse the Department of Education’s commitment to advance the quality of education in the Philippines, so that every child has the best chance for success in life.
It is in this spirit of enduring friendship between the U.S. and the Philippines that the U.S government has committed over 1.9 billion Philippine pesos in education programs to the Philippines, through our flagship basic education project, Basa Pilipinas.

The role of micro, small and medium enterprises is pivotal in achieving inclusive growth in the Philippines, in the ASEAN region, and in the world. Sharing this conviction, USAID has assisted many countries around the world to improve the enabling environment for MSMEs and strengthen their role in their respective economies.

I would like to welcome everyone to today’s event. It is a great honor to address this audience that brings together key stakeholders — both from here and abroad — who are working to strengthen innovation in the Philippines.

Today’s ceremony demonstrates the U.S. Government’s ongoing work, together with the Government of the Philippines, to help bring peace and stability in Mindanao. Graduates, we have no doubt that you will shape a more stable and prosperous future for the Philippines.
One-third of the Filipino population is between the ages of 15 and 24, and the growth that happens during that age range is particularly complex. For those youth who do not finish school, the challenges are even greater.

Water security is also one of the strategic priorities of USAID in the Philippines. For the past four years, USAID, through its Water Security for Resilient Economic Growth and Stability or the Be Secure Project, has worked with local governments and water utilities to provide 1.5 million Filipinos access to clean drinking water. We have also helped almost 900,000 Filipinos access improved sanitation.
