BACKGROUND

The Political Processes Strengthening Activity is a two-year, $3.5 million activity to foster a democratic, open, and transparent political environment. The activity harnesses the demonstrated commitment of the Serbian public to democratic values and incorporates it into political institutions and processes – parties, parliament and elections.

ACTIVITIES

  • Providing technical assistance to strengthen the capacity of political parties and citizen groups to advance the accountability of leaders and parties as well as their organizational, communication, and citizen outreach skills
  • Supporting initiatives aimed at strengthening Parliament's exercise of oversight and cross-party dialogue and bolstering mechanisms for citizen engagement in political processes in order to increase the inclusiveness and quality of policy making
  • Providing support to domestic institutions in charge of elections to increase the integrity and transparency of the election process
  • Providing support to the Central Election Commission to improve poll worker training, increase accessibility of polls, improve voter education and information, and increase trust in the elections process
  • Working with the Anti-Corruption Agency to improve their campaign monitoring methodology and strengthen the capacities of their finance oversight department to oversee political party expenses during the upcoming elections.

RESULTS

  • IRI and NDI are carrying out pre-election activities with ten political parties and movements across the political spectrum in Serbia.
  • In November 2019, NDI conducted a face-to-face public opinion poll to identify citizens’ priorities, level of satisfaction with the government and political actors, receptivity to disinformation, and attitudes about the upcoming local and parliamentary elections. Poll results were presented to interested political parties and movements. Another round of polling was completed in late May 2020 in the run-up to the parliamentary and local election scheduled for June 2020.
  • The Government of Serbia granted observer status to IFES and NDI in the voter list verification working group.
