Mike de la Rosa
Mission Director

Mike previously served in Kosovo as the Deputy Mission Director for two years after having served for almost three years in Afghanistan in a Senior Leadership position as USAID’s Director for Management.

As a career member of the Senior Foreign Service, he has worked overseas with USAID in a variety of management and senior leadership positions throughout Latin America, Central Europe, Asia, Africa, and the Middle East including the West Bank & Gaza Mission during a tumultuous period of time marked by the second intifada, Iraq and Lebanon wars, and Israel’s disengagement from Gaza. 

Prior to his assignment to Afghanistan, Mike attended the Industrial College of the Armed Forces at the National Defense University (NDU) in Washington, D.C.

Joining USAID after having operated for eight years in the U.S. Navy, Mike served initially as a Surface Warfare Officer, and subsequently as a Special Operations Officer.

Born in Austin, Texas, he grew up on Florida’s Space Coast in Satellite Beach, Florida, where his father worked at NASA since its inception until he retired 30 years later in 1989. Mike has four brothers and two sisters who all currently reside in the U.S.

He holds a Bachelor’s degree in Mechanical Engineering from Georgia Tech, a Master’s Degree in Operations Research from the London School of Economics, and a Master’s Degree in National Resource Strategy from the National Defense University in Washington, D.C.
