Haven Cruz-Hubbard was sworn in as USAID’s Mission Director for South Sudan on August 19, 2020. He is a career member of the Senior Foreign Service with the rank of Counselor.
Most recently, Mr. Cruz-Hubbard was Deputy Mission Director in the Dominican Republic from 2016-2020, during which time he also served as Acting Mission Director from January 2017 to August 2018. Prior assignments include service as the Senior Legal Officer in USAID/Afghanistan. USAID’s Foreign Service Deputy General Counsel, Assistant General Counsel for Africa and the Bureau for Food Security, and Resident Legal Officer in Dakar, Senegal, covering eleven countries in West Africa, and in Lima Peru, also covering Ecuador and Colombia.
Mr. Cruz-Hubbard has worked with USAID since 2002. Prior to joining USAID in 2002, Mr. Cruz-Hubbard practiced law for five years in Los Angeles, California with two prominent law firms. Prior to his legal career, Mr. Cruz-Hubbard studied Mandarin in Beijing, People’s Republic of China and Spanish in Santiago, Dominican Republic.
Mr. Cruz-Hubbard has a J.D. from Harvard Law School in Cambridge, Massachusetts and a B.A. in Spanish and Political Science from Amherst College in Amherst, Massachusetts. His foreign languages include Spanish, French, and Mandarin Chinese.
