In collaboration with the Vietnam Authority for AIDS Control (VAAC), the USAID Sustainable HIV Response from Technical Assistance (SHIFT) Project assisted HIV treatment providers in seven Vietnamese provinces (An Giang, Nghe An, Bac Giang, Ha Noi, Thai Binh, Hai Phong and Ho Chi Minh City) to prepare and counsel patients, evaluate needs, and develop plans to move approximately 4,000 patients to a new ARV regimen (TDF/3TC/EFV) by September 2017.

Vietnam is making efforts to enforce new national legal provisions and comply with international commitments regarding judicial proceedings for commercial disputes under the United Nations Convention on Contracts for the International Sale of Goods and other recent national laws. To help meet these requirements, USAID’s Governance for Inclusive Growth Program and the Vietnam Supreme People’s Court organized a training program on August 1-2 for 55 representatives from provincial and district courts nationwide to equip them with the knowledge and skills to improve the quality of judicial proceedings for commercial disputes.

Men who have sex with men (MSM) and transgender (TG) communities in Vietnam are disproportionately affected by HIV. The USAID Sustainable HIV Response From Technical Assistance (SHIFT) Project is helping Blue Sky Club, a civil society group and long-standing partner of PEPFAR in Vietnam, use creative and cost-effective techniques to increase awareness of HIV risk behaviors and available HIV services for MSM and TG communities in Vietnam.

The use of precedent in law ― an act, decision, or case that serves as a guide or justification for subsequent situations ― was officially recognized by Vietnam’s Supreme People’s Court in 2016. This has resulted in an increased demand for skilled judges, lawyers and other law practitioners who can apply precedent in legal writing and judgements effectively.

Currently, the Vietnam Authority for AIDS Control (VAAC) procures pediatric antiretroviral (ARV) medications with support from the Global Fund.  However, unforeseen budget planning obstacles combined with a significant increase in pediatric patients created a potentially serious shortage of pediatric ARV medications in early 2018. Working to avert this shortage, USAID’s Global Health Supply Chain-Procurement and Supply Management Project rapidly responded to VAAC’s needs, helping them forecast and procure a one-time order for pediatric ARVs.
