The USAID Sustainable HIV and Tuberculosis Response from Technical Assistance (SHIFT) project strengthens and delivers innovative enhancements in HIV and Tuberculosis services and helps transition the HIV/AIDS response to host country ownership in six provinces in Vietnam in order to accomplish the country’s ambitious target of eliminating HIV by 2030. During COVID-19 pandemic, social distancing measures in Vietnam restricted access to HIV treatment facilities. In order to ensure that patients had sustained access to clinical care, treatment, and medications, USAID SHIFT worked with clinicians and management at facilities in Dong Nai and Ho Chi Minh City to provide virtual counseling and health check-ups.

HIV self-testing is an empowering self-care tool, allowing individuals to seek out an HIV test based on their own assessment of risk and need. It also increases options for those who may be reluctant to go to a clinic for an HIV test. To ensure on-going access to HIV testing during COVID-19, USAID’s Healthy Markets project ran an online campaign - "Stay home, HIV self-test"- offering people the option to place an order for a self-test kit by phone, text, or an online ordering platform.

Advancement in Vietnam (HAIVN), began implementation on May 6 to improve hospital preparedness for COVID-19 through training, technical assistance, telehealth information sessions, and capacity strengthening in infection prevention and control. While several national hospitals have a key role in managing COVID-19 patients, Vietnam’s clinical strategy decentralizes hospital care to provincial and district hospitals, which are the focus of USAID support through HAIVN. This strategy helps to keep patients closer to home, minimize travel, and distribute the responsibility for care among hospitals. USAID and HAIVN are collaborating with experts from leading national hospitals, provincial departments of health, and infection control societies to assess and strengthen capacities at 30 hospitals in 23 provinces, and have already conducted curriculum development and health worker training sessions.
