The USAID Sustainable HIV and Tuberculosis Response from Technical Assistance (SHIFT) project is helping transition the HIV/AIDS response to host country ownership in six provinces in Vietnam in order to accomplish the country’s ambitious target of eliminating HIV by 2030. While provincial authorities in Tay Ninh and Tien Giang provinces are committed to improving their provincial HIV programs, until recently, their improvement efforts were primarily ad-hoc. To address this, USAID SHIFT worked with representatives of these two provinces to develop and train a continuous quality improvement (CQI) response team consisting of provincial leaders, a community advisory board, USAID SHIFT staff, site staff, and other technical assistance providers.
Due to the lack of home-based care services at the community level, family members automatically become the primary caregivers for persons with severe disabilities, limiting their employment and personal opportunities. To improve this situation, USAID's Hold My Hand project is providing home-based care training to provincial teachers and health workers in Binh Dinh and Quang Nam provinces, who in turn will train family caregivers. In the last week of June, 67 family caregivers and home-based care collaborators participated in a week-long training, and two online training classes were held for family caregivers in Binh Dinh province. In addition, the project also set up 15 commune monitoring teams, including commune health workers and social workers, to track data and monitor the progress of persons with severe disabilities who receive home-based care.
On June 10, USAID’s Moving Without Limits project supported general and special health examinations for 42 persons with disabilities at the Tam Ky Agent Orange/Dioxin Victims Support Center (AOVSC). The examinations were carried out through a partnership between USAID, the project’s implementing partner International Center, Quang Nam Provincial Association for Agent Orange/Dioxin Victims, Tam Ky City District Health Center, and Center for Creative Initiatives in Health and Population.
From June 22-25, USAID Linkages for Small and Medium Enterprises (LinkSME) project and the Ministry of Planning and Investment’s Agency for Enterprise Development (AED) conducted a series of outreach activities in Can Tho, Ben Tre, and Tien Giang provinces and Ho Chi Minh City. USAID LinkSME and AED met with provincial departments of planning and investment and five BSOs to assess their technical competence, willingness and commitment, management and leadership capacity, and experience in building business linkages between lead firms and Vietnamese SMEs.
USAID is providing $9.5 million to its implementing partners in Vietnam to respond to COVID-19, including $5 million in economic support funds and $4.5 million in health assistance. From June 15-21, with USAID support through its Improving Access, Curriculum and Teaching in Medical Education and Emerging Diseases (IMPACT-MED) Alliance, three IPC onsite trainings and technical assistance visits were conducted in Dak Nong, Quang Binh, and Binh Dinh provinces. Nearly 150 doctors, nurses, and laboratory technicians from 20 provincial and district level healthcare facilities participated in these trainings, and three hospitals received technical assistance on IPC and pandemic preparedness.
