The Government of the United States, represented by the U.S. Agency for International Development (USAID), signed a landmark Development Objective Assistance Agreement (DOAG) with the Federal Government of Somalia in Mogadishu today.
2016-2019 represents a crucial period for Somalia’s transition from decades of state failure. Should Somalia harness economic, political, and social momentum to achieve greater stability, build a functional economy, improve security, and establish credible and durable governance systems, the implications for stability not only in Somalia but through the Horn of Africa will be profound. Despite the immense challenges facing the country, Somalis are forging a promising path forward, evidenced by the country’s extraordinary efforts to establish regional states, rebuild institutions, and re-engage with the international community.
While Somalia is moving towards more inclusive institutions and systems, most citizens have never participated in a direct election.
Bringing Unity, Integrity and Legitimacy to Democracy (BUILD) aims to support electoral and political processes across Somalia, including Somaliland, by fostering increased citizen participation; building the capacity of election management bodies (EMBs) and other relevant government bodies to administer credible elections; and supporting the development of issue-based and viable political parties.
The Alternative Basic Education for Pastoralists (ABE) activity aims to expand the provision of education services and improve development and stability in target areas in Somalia. ABE seeks to improve access to equitable, quality education for pastoralists and other marginalized children in the Jubbaland State of Somalia – an area of critical need. The target groups for ABE programs are children and youth (6 to 14 years old) who have been disconnected from school for significant periods of time or have never been to school.
The Transition Initiatives for Stabilization Plus (TIS+) activity aims to increase Somalia’s stability through participatory processes that promote good governance and community cohesion. Given the fragile nature of the political and security gains made over the last few years in Somalia, TIS+ will maintain a continued focus on quick impact stabilization activities at the district and community levels, with a focus on targeted areas in the newly emerging states.
