Mr. John Dunlop has been the Mission Director of USAID Madagascar since September 2018.  Before coming to Madagascar, he was the Director for USAID's Staff Care Center in Washington, D.C. for two years.  

After serving in the Peace Corps in the Central African Republic, Mr. Dunlop worked for Catholic Relief Services on refugee, reconstruction, and reintegration issues in post-genocide Rwanda and eastern Zaire.  He then moved to Southern Sudan to work on development and emergency response.  He joined USAID in 1998, first serving at the USAID Mission in Kenya, where his work addressed nutrition and food security across East and Southern Africa.  He served in Tanzania and Rwanda as a Health Officer focusing on reproductive health, child survival, and family planning, and was also involved with the President's Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative.  

In 2008, he became the Senior Development Advisor and USAID Representative on an embedded Provincial Reconstruction Team in Iraq. Following this, he joined USAID’s Office of Military Affairs where he served in a variety of roles, including Senior Representative to the Pentagon.  Mr. Dunlop was also the medical logistics chief during the 2010 Haiti earthquake and cholera responses .  

More recently, he served as the Senior Governance Advisor for the U.S. Embassy in Kabul, Afghanistan; the Democracy and Governance Officer for USAID Jordan; and USAID’s Deputy Mission Director in Baghdad, Iraq.

Mr. Dunlop graduated from the University of California, San Diego with a B.A. in Neuropharmacology/ Psychology and received his Master’s Degree in Public Health from Johns Hopkins University, School of Hygiene and Public Health.
