What W-GDP brings to the mission is new energy and a new comprehensive approach, an approach involving every part of the Executive Branch, from office to agency, from missions in the field to the Oval Office itself. It's bringing new resources, new analytic metrics, and a laser-sharp focus on the barriers that prevent women from having their place at the economic table.

Thank you all for joining us today for the rollout of the President's Fiscal Year 2021 Budget Request for both the State Department and the U.S. Agency for International Development. I'll just quickly turn this over to the Deputy Secretary of State Stephen Biegun and USAID Administrator Mark Green for opening remarks.  At the conclusion, we'll have a few subject matter experts at the podium to take a few of your questions.

The U.S. Agency for International Development (USAID) announced today that the U.S. Government will commit $1.16 billion over Fiscal Years 2020-2023 to Gavi, the Vaccine Alliance, subject to Congressional appropriations. This includes $290 million in the Fiscal Year 2021 President's Budget, released today.

Today, President Trump released his Budget Request for Fiscal Year (FY) 2021, which includes $41 billion for the U.S. Department of State and the U.S. Agency for International Development (USAID). The Budget Request proposes $19.6 billion in funds USAID fully or partially manages to support the President's commitment to serve the needs of American citizens, ensure their safety, promote their prosperity, preserve their rights, and defend their values, as outlined in the National Security Strategy. USAID will use resources in this Budget Request to reduce the reach of conflict, support women's economic empowerment, prevent the spread of infectious disease, and counteract the drivers of violence, instability, and other security threats.

The outbreak of measles in Venezuela is now under control, according to the Pan American Health Organization (PAHO). When measles returned to Venezuela unexpectedly, the U.S. Agency for International Development (USAID) contributed nearly $3.4 million to PAHO, including to vaccinate nine million Venezuelan children against the deadly disease, which saved the lives of people affected by the ongoing, regime-driven political and economic crisis in the country.

On February 6, 2020, United States Agency for International Development (USAID) Administrator Mark Green met with the Interim President of the Bolivarian Republic of Venezuela, the Honorable Juan Guaidó, in Washington, D.C. The Administrator reiterated the commitment of the United States and USAID to supporting the Venezuelan people, Interim President Guaidó, and the democratically elected Venezuelan National Assembly as they continue to fight to return freedom and dignity to their country. Administrator Green expressed his admiration for the courage and leadership shown by the Interim President and his fellow members of the National Assembly in the face of constant threats and harassment. The Administrator and the Interim President agreed to work together to combat disinformation by the illegitimate Maduro regime, which continues to attempt to mischaracterize U.S. support for the Venezuelan people.

Through DIV, USAID funds promising ideas, and pilots, and tests their effectiveness, scales up those ideas that show widespread impact and promise. It allows us to take calculated risks, quickly in projects that fail to pan out, and provide additional resources for those that do.

It's how we've institutionalized the experimental approach to development that is at the heart of Dr. Kremer's vision. And it's led to breakthroughs and innovations at a fraction of the usual cost. In fact, over a five-year period, just a few successful investments generated a higher return than USAID’s entire DIV budget. And when taken as a whole, DIV's overall portfolio of investments returned more than $5 for every $1 spent. He continues to play an integral role in the USAID, where he still serves, as you heard, as DIV's scientific director.

The Memorandum of Understanding that has brought us here together today illustrates the unique ways that democratic countries can help one another while also serving their own important political and economic priorities at home. Simply put, this agreement strengthens the United States and Israel’s commitment to Georgia’s economic prosperity. Our focus on Georgia’s agriculture sector is no accident. Forty percent of Georgians work in agriculture, and the United States and Israel lead the world in agricultural innovation. Each of our countries has integrated our respective agricultural markets into the global supply chain. We are better off for it, and we are eager to help Georgia similarly improve.
