USAID’s Office of Disaster Assistance (OFDA) has invested more than $25 million in Libya since 2011, with over $10 million in fiscal years 2018 and 2019 alone, to address the immediate needs of internally displaced and returning populations and assist communities affected by conflict. USAID assistance supported the UNDP-managed Stabilization Facility for Libya (SFL) which provided community-level stabilization and small-scale infrastructure projects and equipment procurement. SFL rehabilitated critical infrastructure and basic public services in close collaboration with local governing institutions. The Libyan government provided leadership defining stabilization goals and focus areas. SFL was completed in December 2019.

USAID’s Office of Transition Initiatives (OTI) implements targeted, timely, and locally-driven projects across the country through the Libya Transition Initiative (LTI). The strategic goals underlying these projects have evolved alongside Libya’s changing circumstances.
