USAID assistance helps to strengthen Libyan national and local government institutions, rule of law, the constitutional process, and elections and voter education. Despite the political conflict, USAID continues to provide an array of targeted assistance to build support for and enhance confidence in a stable, democratic Libyan government.  This includes support for credible, transparent and inclusive electoral, political, and governing processes in Libya.  USAID is helping to strengthen the ability of civil society and citizens to participate in the creation and adoption of a new constitution and the conduct of fair and peaceful elections, as well as helping make citizens’ voices heard in the decisions of their government.  In areas recovering from recent conflict, USAID is supporting community reconciliation and recovery through community engagement and municipal council strengthening.  USAID does this through the following programs:

LIBYA GOVERNANCE AND CIVIL SOCIETY PROGRAM (LGCS)

LGCS, locally known as Taqarib, works toward a more unified Libyan state. The activity supports community-led activities that improve service delivery and accountable governance, and promotes stronger links between government institutions and citizens.  The period of performance is 2019-2023.

LIBYA CONSENSUS BUILDING ACTIVITY (LCB)

LCB fosters an engaged citizenry and brings communities together to discuss and reach consensus on key issues of citizen concern, such as the constitution drafting process, minority rights, countering hate speech, and positive youth engagement. The period of performance is 2014-2020.

LIBYA ELECTIONS AND LEGISLATIVE STRENGTHENING ACTIVITY (LELSA)

LELSA increases the capacity of Libya’s election bodies to effectively and transparently manage electoral processes. It improves voter and civic education and supports civil society - particularly ethnic minorities, persons with disabilities, women, and youth - to take an active role in advocacy and political processes. The period of performance is 2018-2022.
