The Global Fund (GF) is an international financing organization, designed to accelerate the end of AIDS, tuberculosis and malaria epidemics by providing support to countries in the response to the three diseases. It aims to attract and disburse additional resources to prevent and treat these diseases. USG provides the highest contribution to the GF worldwide. The organization has its secretariat in Geneva, Switzerland.
The GF is a financing mechanism rather than an implementing agency. This means that monitoring of programs is supported by a Secretariat in Geneva. Implementation is conducted by Principal Recipients (PR), and oversight is conducted by Country Coordinating Mechanisms (CCM) committees which consist of in-country stakeholders that include, according to the Global Fund requirements, a broad spectrum of organizations (government, bilateral and multilateral, NGOs, UN, faith-based, private sector and people living with the three diseases).
The CCM is a key element of the Global Fund as it is a national committee that submits funding applications to the Global Fund on behalf of the Government of Djibouti (GoDj). Other responsibilities of the CCM include: coordinating the development of national requests for funding; nominating the Principal Recipient; overseeing the implementation of approved grants; approving reprogramming requests; and ensuring linkages and consistency between Global Fund grants and other national health and development programs.
The structure of the CCM consists of a committee with a President (who are elected by all stakeholders’ representatives), a Vice-President, and a Secretariat. The committee also includes the members representing the GoDj (Ministry of Health), private sector; bilateral and multilateral donors (including the United Nations), civil society and people living with the three diseases.
The GF and USAID are the two leading donors in Djibouti in the fight against HIV/AIDS. USAID currently serves as the representative for Bilateral and Multilateral agencies at the CCM.
