Well-trained and motivated teachers are essential to realizing education sector reform and improved learning outcomes. The Teach for Tomorrow activity supports the Ministry of Education and Technical Education to implement its Education 2.0 reforms by responding to some of the education system’s most critical needs: primary-grade teacher professional development and teacher certification.

Teach for Tomorrow builds the Ministry’s capacity to catalyze systemic changes in the way teacher professional development is designed, delivered, and monitored at the national level. The COVID-19 pandemic has highlighted the importance of technology in training and learning, so Teach for Tomorrow will support the Ministry to design “blended learning” for teachers that combines in-person as well as digital resources for in-service teacher training.

Teach for Tomorrow also provides technical assistance to the Ministry that will create and institutionalize a teacher certification system with clear standards and performance-based licensure renewal. To retain and incentivize high-performing teachers, the activity will support the Ministry’s development of a merit-based promotion system and an innovative reward scheme in partnership with the private sector and civil society. By ensuring that Egyptian teachers have the skills and incentives to be effective classroom instructors, Teach for Tomorrow will support the Ministry to foster nationwide improvements in the quality of education and student learning.

GOALS

  • Support the Ministry of Education and Technical Education to create a professional development system for Egyptian primary school teachers
  • Collaborate with the Ministry to develop high-quality “blended” teacher training packages that include face-to-face and technology-based training
  • Establish professional learning communities for teachers to collaborate with each other and share best practices to further their professional development
  • Develop a model for Egyptian teacher certification and licensure
  • Develop an incentive structure that rewards teachers based on their performance in training and in classrooms, engages the private sector to support incentives, and publicizes opportunities for recognition and awards

EXPECTED RESULTS

  • Establish a high-quality and easy-to-access professional development system linked to the teacher career ladder; teachers, mentors, coaches, supervisors, and school leaders will utilize the new system to support the implementation of the new curriculum
  • Develop an effective instructional support structure for teachers, including well-trained and highly competent mentors, coaches, supervisors, and other instructional leaders
  • Institutionalize a professional licensing and certification system and incentivization structure for the continuous professional growth of primary education teachers
