Description of Organization:  The Bureau for Economic Growth, Education, and Environment (E3), Private Capital and Microenterprise (PCM), is seeking a direct-hire FSL-03 to serve as Private Enterprise Officer for the growing and dynamic private sector engagement portfolio.  EGEE/PCM addresses a broad range of issues related to private investment, capital market development, entrepreneurship and enterprise development, and financial inclusion.  The Office assists in the development, implementation, and evaluation of Agency policies, strategies, and programming that focus on leveraging private investment in support of both Agency and host country priorities.  PCM contributes to the achievement of internationally agreed goals for reduction of poverty and improvements to living standards of the poor.  By mobilizing private capital to priority programs and projects, the Office seeks to impact key economic factors that greatly reduce poverty and increase economic growth, such as: infrastructure and technology, capital markets, enterprise development, and job creation.  Under USAID’s proposed reorganization, this position will be located in the future Private Sector Engagement (PSE) Hub, Bureau for Development, Democracy, and Innovation (DDI), which will lead implementation of USAID’s Private Sector Engagement Policy published in December 2018.

Description of Position:  A competitive candidate for this position will have a background in economics, private sector engagement, financial markets, and/or mobilizing private finance for development and ideally have experience working with USAID’s Development Credit Authority.

Responsibilities include, but are not limited to:

  • Manages analysis of and relationships with private sector funders that have a potential for partnering with USAID on investing in development activities.
  • Manages grants, contracts, cooperative agreements that provide technical assistance services to the field and other USAID operating units and partners.
  • Designs, monitors, coordinates, and manages potential office and bureau interactions with the Development Finance Corporation.
  • Responsible for budget execution actions, and related reporting requirements.
  • Other duties as assigned.

Qualification:

  • Must be a U.S. citizen (If citizenship is not stated - application will not be considered).
  • Must have a minimum of three to five years of work experience in a related area.
  • Must have demonstrated knowledge and experience serving as a resource for Agency program management and budget.
  • Must have excellent level communication skills both verbally and in writing to both internal and external stakeholders.
  • Background/knowledge related to economics, private sector engagement, financial markets, and/or mobilizing private finance for development is preferred. 
  • Must be eligible to obtain and maintain a Secret level security clearance.
