Description of Organization: 
E3/GCC leads USAID's engagement on climate change and development.  The Office provides analytic and technical support to developing countries as they make the transition to self-reliance, including through equitable, low emissions growth and by building resilience to climate change.  The office also promotes climate risk management (CRM) and the integration of climate change considerations into Agency policies and programs. 

Description of Position: 
The Environment Officer supports the integration of climate change into Agency policies and programming in all development sectors.  She/He engages as a key member of the Climate Integration Team and collaborates with and provides guidance to a network of more than 80 climate integration leads throughout the Agency.  The Environment Officer may also provide support for USAID climate change adaptation programming.  Roles and responsibilities include:

  • Provides technical support to USAID Missions and partners.
  • Serves as an expert advisor and technical authority on addressing climate risk and climate integration in Agency policies, strategies, and programmatic plans.
  • Supports design, implementation and performance monitoring of programs promoting objectives such as urban and coastal resilience and climate adaptation through private sector engagement.  
  • Develops new initiatives, programs and procedures to support climate integration, adaptation and risk management at the Agency.  
  • Applies monitoring and evaluation to assess program quality and effectiveness.  Designs and implements program improvements.
  • Develops communications and knowledge management processes and products.
  • Provides technical support on CRM and climate integration for sectors such as:  Disaster Readiness, Economic Growth, Education, Governance and Peace and Security, Infrastructure, Construction and Energy, and Water Supply and Sanitation.
  • May liaise at a technical level with other USG agencies, donor organizations, multilateral banks, PVOs, U.S. universities, and professional organizations.

Qualifications:

  • Must be a U.S. citizen. 
  • Must have one year of specialized experience equivalent to the next lower grade level of this position, FSL-03 (GS-13 equivalent).
  • Must have experience with climate integration and/or adaptation programs and procedures.
  • Must demonstrate expert knowledge of the latest research, technical resources, tools and processes for conducting climate risk analysis and management. 
  • Must demonstrate excellent interpersonal skills and be able to work collaboratively and engage effectively in a team environment.
  • Must have demonstrated ability to achieve results and influence institutional decisions in complex organizations, with and without direct lines of authority.
  • Must have demonstrated ability to design, manage, and coordinate complex projects involving multi-year time frames and multiple staff.
  • Must have excellent written and oral communication skills, including demonstrated ability to effectively communicate technical subject matter to non-technical audiences.
  • Must be eligible to obtain and maintain a Secret security clearance.
