Sunil S. Xavier is the Director of the Bureau for Management’s Office of Overseas Support Operations (M/OSO) in Frankfurt. M/OSO provides quick responses that augment and strengthen Mission capacity to manage unexpected staffing challenges. It also enhances the application of major agency initiatives to optimize development efficiency and success by serving as a think tank of experts and conduit between the field and M Bureau.
Sunil began his USAID career over 19 years ago. He has served as a Regional Contracting Officer, Supervisory Contracting Officer, Senior Advisor, and Deputy Director for Foreign Operations in M/OAA during his time at USAID. He has extensive experience in the Latin American and Caribbean and East Africa regions, covering a multitude of countries. He is a member of the career Foreign Service.
In addition to the USAID Michael A. Adler award for an Outstanding Mid-level Foreign Service Officer, he is the recipient of four Meritorious Honor Awards and Distinguished Group Award for exceptional leadership in coordinating critical efforts in Haiti after the 2010 earthquake.
Mr. Xavier holds a Master’s Degree in Public Administration (MPA) in International Trade from the George Washington University and a Bachelors of Arts (BA) degree in Business Administration from Alma College.
