Rebecca Black is the Acting Mission Director, USAID Uzbekistan. She has over 33 years of experience in international development, 20 with USAID. Prior to coming to Uzbekistan, Rebecca served as the mission director in Cambodia, Mali, and as the deputy mission director in Afghanistan.

During her career with the Agency, Rebecca has concentrated on economic growth, governance and environmental programs. She joined USAID in Poland as part of the former Regional Urban Development Office, serving Eastern and Central Europe. She then served in South Africa as regional director of the Urban Development Office and as director of the Bilateral Economic Growth and Governance Program. Rebecca also directed the economic growth and agriculture office in India for five years until 2008. She then served as the senior director for management in the Office of the Chief Operating Officer.

Prior to her service with the Federal Government, Rebecca was a senior manager with the city of Boston and the executive director of a community-based not-for-profit development organization. She has a Master's Degree from the Massachusetts Institute of Technology and a Bachelor’s Degree from the University of Michigan.
