Dr. Alder Bartlett is the Acting Mission Director for the U.S. Agency for International Development Mission in the Kyrgyz Republic. She arrived at the U.S. Embassy in Bishkek, Kyrgyzstan in August 2017 to assume her position as the USAID Program Office Director and de facto Deputy Mission Director, assuming her role as Acting Mission Director in July 2020. In this capacity, she oversees the Mission’s development assistance portfolio to strengthen democratic values and citizen-centered governance, create robust and diversified economic opportunities, and address human capital and service delivery constraints in both the health and education sectors. Dr. Bartlett’s previous USAID assignments include tours in Jordan, Bolivia, and Nepal. Dr. Bartlett is a career member of the foreign service.
Prior to joining USAID, Dr. Bartlett worked in rural development and microfinance in Latin America. She also spent a number of years back in her home state of Oregon working in the areas of survivor-centered domestic violence and sexual assault support services.
Dr. Bartlett received a three-year Fulbright, through which she completed her Ph.D. in regional development at the Instituto Tecnológico de Oaxaca. She holds a master’s degree in Public Administration from Portland State University, and a bachelor’s degree from the Friends World Program at Long Island University.
