Albert Bullock has over 20 years of management experience, beginning in retail and later migrating to state and federal government. Prior to joining USAID, Mr. Bullock joined the State of Maryland Department of Business and Economic Development, where he was quickly promoted from Project Manager to Chief of Staff. In 2007 Mr. Bullock took a position at the U.S. Department of Homeland Security in the Private Sector office as a Business Liaison where he specialized in cross-border trade issues. Returning to the private sector after his stint at DHS, Al entered the world of contracting as a Program Manager for a $500M+ contract with NSA, overseeing information technology and business process modernization.
Most recently, Mr. Bullock was the Assistant Secretary of the Maryland Department of Information Technology where he oversaw the department’s HR, finance, state-wide major IT project implementations, and IT procurements for the executive branch in excess of $800M annually.
A native of Kensington, Maryland, Al Bullock attended St. John’s College High School and then Virginia Military Institute and SUNY Maritime Academy.
