In the World Bank’s Doing Business 2018 report, Vietnam’s ranking jumped from 82 to 68 out of 190 economies, the highest increase in the past decade. Vietnam increased its ranking in six out of ten indicators, including the registering property indicator, which ranked the country at 63. While Vietnam has at least 12 laws relating to registration of different types of properties, these laws are inconsistent and entail cumbersome administrative procedures.
On January 29 - February 2, USAID’s Governance for Inclusive Growth (GIG) activity and the Ministry of Justice (MOJ) hosted a consultative workshop and conducted field visits to meet with central and provincial government officials as well as businesses to obtain feedback on the current system of property registration. Input from the workshop and field visits will be used in a policy analysis report that will contribute to the development of a proposal by the MOJ to improve the legal framework on registering property.
So What? Simplifying the legal system for registering property will help improve Vietnam’s business environment and private sector competitiveness, leading to greater investment and stronger economic growth.
