The Local Health System Sustainability Project (LHSS) is USAID’s flagship initiative in integrated health systems strengthening. Its goal is to help low- and middle-income countries transition to sustainable, self-financed health systems as a means to support access to universal health coverage.

Through the LHSS Vietnam project, USAID will strengthen the Government of Vietnam’s capacity to sustainably manage holistic human immunodeficiency virus (HIV) and tuberculosis (TB) programs that will drive achievement of the country’s commitment to end HIV and TB by 2030. The project will also further the country’s progress on its journey to self-reliance by working with the Government of Vietnam to increase domestic financing for health and strengthen the sustainability of domestic financing mechanisms for Vietnam’s greater financial, administrative, and technical ownership of its HIV and TB response. The project is funded by USAID and PEPFAR.

SUSTAINABILITY: A KEY PRINCIPLE

The LHSS Vietnam project will support country-level efforts to reduce financial barriers to health care and ensure equitable access to essential health services for all people. Equally important, it will equip the Government of Vietnam to sustain progress after the project ends. It will do so by ensuring that local institutions and organizations have the technical capacity and expertise to independently design, implement, and manage continued health system strengthening activities.

OBJECTIVES

  1. Strengthen public financial management systems for the health sector and find greater efficiencies in social health insurance: LHSS will support the Government of Vietnam to find efficiencies within current public financial management systems to increase funding for social health insurance and improve health service provision of HIV and TB services.
  2. Increase and improve efficiency of domestic financing of HIV prevention and treatment services: LHSS will support the Government of Vietnam to improve the allocation and efficient use of financial resources for HIV prevention and treatment services and increase domestic financing to achieve greater access to HIV services.
  3. Strengthen the capacity of Vietnam’s supply chain management system: LHSS will work with the Government of Vietnam to ensure a continuous and uninterrupted supply of best-value, high-quality commodities that drive improved patient outcomes for HIV.
  4. Integrate TB services into the social health insurance: LHSS will support the Government of Vietnam to develop and implement a social health insurance integration and transition roadmap for TB services into social health insurance.
