WORK HOURS:        Full-time, 40 hours/week

ANNUAL SALARY:  Ordinarily Resident (OR):  FSN-11; US$27,318(Starting Salary)

Not-Ordinarily Resident (NOR):  FP-4; US$65,117(Starting Salary)

*Final grade/step for NORs will be determined by Washington.

The U.S. Mission in Hanoi, Vietnam is seeking eligible and qualified applicant for the position of Financial Analyst in the U.S. Agency for International Development (USAID).

BASIC FUNCTION OF POSITION  

Incumbent of this position will provide expert advice on financial management procedures, management of internal controls, risk assessments and reviews of implementing partners and host governments, the USAID’s local solutions implementation, financial statement analyses, and audit management. He/she will be the principal advisor to all stakeholders in matters relating to the financial management of program funds during the entire project cycle. The incumbent will provide expert advice and analysis on the financial requirements of procurement instruments, applicable financial laws and regulations, appropriate payment procedures in accordance with methods of program implementation, and vulnerabilities regarding possible waste, fraud or abuse of funds. The Financial Analyst will report directly to the Controller and directly supervises two Financial Analysts.
