United States Agency for International Development (USAID) Administrator Mark Green traveled to New York for the 74th Session of the United Nations (UN) General Assembly (UNGA) to meet with bilateral and multilateral partners to discuss the Journey to Self-Reliance, private-sector engagement through a new collaboration ethic, and other development and humanitarian-assistance priorities from September 23 to September 27, 2019.

On Monday, September 23, Administrator Mark Green met with Dr. Shinichi Kitaoka, President of the Japan International Cooperation Agency (JICA) to discuss shared priorities in the Indo-Pacific Region; how best to attract private investment to smaller island nations in the Pacific; and how to offer strong, enterprise-driven development models that assist governments, civil society, and the private sector in partner countries on their Journey to Self-Reliance.  Later, Administrator Green later met with His Excellency Abdalla Hamdok, Prime Minister of the Republic of Sudan, and discussed paths forward on economic reform, human rights, religious freedom, and democracy in Sudan.  

On Tuesday, September 24, Administrator Green participated in the Stewards Board of the World Economic Forum (WEF) to discuss USAID's current role in the Food-System Initiative to foster public-private-social collaboration to make food more sustainable, inclusive, and nutritious through supporting country and regional platforms.  Later, Administrator Green delivered remarks at the 2019 Concordia Summit, in a session titled, "The Future of Development is Enterprise-Driven."  

He discussed the major cultural and operational Transformation USAID is undertaking as it enhances collaboration with the private sector, and held a fireside chat with Dina Powell, Partner in the Investment Banking Division of Goldman Sachs, following his presentation.  Administrator Green also met with representatives of the legitimate Government of Venezuela led by Interim President Juan Guaidó. The Administrator announced $52 million in democracy and governance and health resources to help Venezuelans inside Venezuela, to assist the Government of Interim President Guaidó as he seeks to restore citizen-responsive democratic governance and help Venezuela's devastated health sector recover from the rampant corruption and mismanagement of the illegitimate Maduro regime. 

On Wednesday, September 25, Administrator Green met with Sweden's Special Envoy for Venezuela, the Honorable Jonas Lovén, to discuss the efforts of the United States and the Kingdom of Sweden to engage other donors to provide aid and support to the people of Venezuela.  Later, Administrator Green attended an event for Latin American leaders on Venezuela hosted by President Trump, at which Secretary of State Mike Pompeo announced nearly $119 million in additional humanitarian funding for the regional Venezuela crisis. Administrator Green then participated in a roundtable on trade and investment in Africa hosted by Deputy Secretary of State John Sullivan, in which the Administrator discussed USAID's role in implementing the U.S. Government's Prosper Africa strategy.  Administrator Green then met with the new Director-General of the UN Food and Agriculture Organization (FAO), the Honorable Qu Dongyu, to discuss continued collaborative efforts between USAID and the FAO on food security, outbreaks of zoonotic diseases, responding to emergencies, and measuring resilience, as well as how USAID can assist in strengthening the capacity of the FAO's Inspector General. Finally, Administrator Green participated in a dinner meeting with the End Malaria Council (EMC), and highlighted USAID's commitment to supporting efforts to attract private-sector capital to efforts to eliminate malaria.

On Thursday, September 26, Administrator Green met with UN Under Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator (ERC) Mark Lowcock to discuss the ongoing response to Hurricane Dorian in The Bahamas, how to engage other donors to contribute to the recently announced Venezuela Humanitarian Response Plan (HRP), and other ongoing emergency-relief matters.  Administrator Green also met with the Director-General of the World Health Organization (WHO), the Honorable Tedros Adhanom Ghebreyesus, Ph.D., to discuss the upcoming Strategic Dialogue between the U.S. Government and the WHO and coordination on the response to the Ebola outbreak in the Democratic Republic of Congo.  They also discussed the urgency of encouraging the Government of the Republic of Tanzania to provide information on probable cases of Ebola. Administrator Green then met with the acting Interim Executive Director of the Joint United Nations Programme on HIV/AIDS (UNAIDS),  the Honorable Gunilla Carlsson, to discuss USAID's continued role in funding programs that prevent HIV infection among adolescent girls and young women and USAID's commitment to accelerating the response to HIV urban areas through the Fast Track Cities Project.

On Friday, September 27, Administrator Green joined Secretary of State Pompeo in bilateral discussions with leaders from the Pacific Islands, where he discussed USAID's investments to strengthen democratic institutions, foster economic growth, and improve the management of natural resources.
