For decades, USAID has been privileged to partner with India to improve land management. In this arena, Indian agencies and USAID’s joint objectives have focused on improving the productivity and health of natural resources for India’s people, and to share these successes and best practices with others around the world. Those objectives have been consistently realized.
The Government of India has set a precedent in the world by committing to increase India’s clean energy production by a staggering 175 gigawatts by 2022. Our commitment towards achieving this goal is strong and unrelenting. USAID’s bilateral program with the Ministry of Power, called Greening the Grid, will over the next five years support India’s efforts to manage large-scale integration of renewables into the Indian power grid in a cost-effective manner. And I’m delighted to note that the work under this partnership has already begun in full force.
At USAID, we believe that gender equality and women’s empowerment isn’t a part of development, but the core of development, fundamental to achieving our sustainable development goals.
For societies to thrive, women and girls must have access to education, healthcare and technology. They must have opportunities to control resources, lands and markets. And they must have equal rights and equal opportunities as breadwinners, peace-builders and leaders. When women and girls reach their full potential, no matter what field they may be in, they can become powerful exponents for uplifting their families, their communities and their nation, thereby building a stronger Philippines and ASEAN.

The United States government cares deeply about countering trafficking in persons because it affects not just individuals and their families, but also communities and entire countries, regardless of their location or level of economic development. We know from experience around the world that strong coordination among government, civil society, and the private sector is critical to stop human trafficking. The Royal Government of Cambodia shares our concern and the National Committee for Counter Trafficking has provided the leadership and coordination needed to make real progress against human trafficking.

The United States Government continues to endorse the Department of Education’s commitment to advance the quality of education in the Philippines, so that every child has the best chance for success in life.
It is in this spirit of enduring friendship between the U.S. and the Philippines that the U.S government has committed over 1.9 billion Philippine pesos in education programs to the Philippines, through our flagship basic education project, Basa Pilipinas.
I believe the purpose of foreign assistance should be ending its need to exist. Each of our programs should look forward to the day when we can end it. And around the world we should measure our work by how far each investment moves us closer to that day. Now, I'm under no illusions. In some places, that day is quite a ways off. But we could help our partners by prioritizing programs that show measurable impact, incentivize reform, diversify our partner base, foster local capacity-building, and mobilize their own domestic resources. In the area of humanitarian assistance, we will always stand with people when disaster strikes or crisis emerges.

CE SAIN’s goal is to ‘transform agri-food systems through agricultural research, education and innovation.’ This transformation shifts food production from soil- and labor-intense methods that degrade the environment to those that actually enhance the environment. This is known as sustainable intensification. Sustainable intensification improves resource efficiency and productivity without harming our land or water. This goal and all of USAID’s agricultural activities align with and support the objectives laid out in the Agricultural Strategic Development Plan of the Ministry of Agriculture, Forest and Fisheries.
