One of the main challenges the Ministry of Education (MoE) General Directorate of Human Resources faces is the complete disarray of paper-based employee records (SAWANEH). There is no proper filing system in place, and the records are not digitalized, which causes huge problems for the MoE in providing references for inquiries and locating staff records.

To address this problem, the USAID Capacity Building Activity (CBA) developed a digital record-keeping plan to convert more than 30,000 MoE paper-based employee records into a modern, digital database. After placing a team of 13 data entry assistants and one supervisor in the MoE in September 2018, the digitalization process was completed by January 2019.

The digitization of the employee records will reduce data discrepancies, avoid misuse of the information, and enable staff to respond to reference checks and other inquiries immediately.

“Thank you to USAID for supporting the MoE in improving the ministry’s critical record keeping system. The digitalization of the SAWANEH will not only help reduce data discrepancies, but it will also help the MoE quickly locate employee records for an urgent inquiry,” said Mr. Mohammad Rafi Fazilat, Head of Employee Records Department at the Ministry of Education.
