For over 60 years, USAID has partnered with the Government of Nepal (GON) to design and implement a variety of social and behavior change communication (SBCC) programs across the country. Under Nepal’s new federal structure, provincial and municipal level governments are now expected to lead local health programs. USAID introduced its Breakthrough ACTION Nepal Activity to identify and respond to SBCC gaps and opportunities in partnership with Nepal’s Ministry of Health and Population and local government entities.

USAID has a longstanding history of consistent support for Nepal’s health priorities and has played a significant role in the success of HIV-related programming in Nepal for nearly 25 years. LINKAGES Nepal is building on this learning and experience, and is designed to support local and global goals to control the epidemic and achieve an AIDS-free generation. The LINKAGES project supports, the Government of Nepal’s Health Sector Plan (2016–2021), and USAID Nepal’s Country Development Cooperation Strategy.

Nepal has an undercurrent of pervasive, patriarchal social structures and a deep-rooted ethnic caste system woven into the fabric of an otherwise rich, diverse cultural heritage, restricting progress in all major development sectors. For Nepal to become a more democratic and resilient society, it must give women and girls, those who identify as LGBT, people who are differently abled, and those who come from historically marginalized ethnic groups equal access to resources and decision-making opportunities.

Public Financial Management Strengthening Project (PFMSP) will enhance the transparency and accountability of the public financial management systems of Government of Nepal ministries and agencies.  PFMSP will support the GON’s capacity building priorities, by extensive consultations between USAID, GON and the donor community. The geographic scope will be USAID/Nepal’s 20 focus districts in the West, Mid-West and Far-West regions, as well as the 14 earthquake affected districts.
