In January, USAID completed the reconstruction work to modernize the IT system of Tirana’s water utility. With USAID funding, UKT purchased new software and built its IT infrastructure at this headquarters and in their satellite units.

To support local ownership and enhance the sustainability of development results, USAID is providing government-to-government (G2G) assistance to three of Albania’s municipalities to strengthen their public procurement and financial management practices.

G2G PARTNERSHIPS

REHABILITATION OF CHILDREN PLAYGROUND AND PARK IN MALLAKASTER

With USAID assistance, this activity will assist the Municipality of Mallakaster to improve public space for recreation and sports in the community by renovating a playground and sports park.

Project Duration: April 2017 – December 2017

ONE STOP SHOP IN PATOS

The purpose of this activity is to increase citizen participation in and access to municipal services in Patos Municipality. USAID will assist construction of a new meeting space for the Municipal Council and establish a one-stop-shop with sufficient infrastructure to make standardized services accessible to the public. The new meeting space will increase transparency in the governance of Patos, and the one-stop-shop will streamline procedures to provide timely services its citizens.

Project Duration:  July 2017 – July 2018

IMPROVING GOVERNANCE AND TRANSPARENCY OF REVENUES IN TIRANA

This assistance will improve administration and collection of property taxes and water bills, thereby increasing revenues for both the municipality of Tirana and for the Tirana water wastewater utility. This grant will introduce electronic bill processing, an online information portal, and online customer accounts.

The most important impact of this project is reflected in the improvement of UKT's and Municipality of Tirana's income, due to the improvement of data system, and of communication speed.

In concrete terms, the increase in income from local taxes for the period September-December 2017 vs. 2016 is:

  • Cleaning taxes 12% increase
  • Property tax 6% increase
  • Education tax 16% increase
  • In addition, the number of new contracts has been increased by 21%, which means more consumers/customers, and, consequently, more income.
  • Total income increase for such period is 16%.
