Ismael Martinez is the Acting Director for the Office of Civil Rights and Diversity (OCRD) in the U.S. Agency for International Development. As Deputy Director, Mr. Martinez is responsible for providing leadership and guidance to the OCRD staff on the agency’s equal employment opportunity (EEO) and diversity responsibilities. Prior to USAID, Ismael was the Director for the EEO Office at the National Archives and Records Administration as the principal EEO advisor to the Archivist of the United States and providing leadership and oversight to the agency’s EEO program.
Mr. Martinez has worked for several Federal agencies serving in numerous positions to include: Senior EO Advisor, Assistant Director for Affirmative Employment and Diversity Programs, EEO Counselor, Complaints Specialist, Budget Officer, EEO Investigator, Compliance Officer, and Special Emphasis Program Manager for various EEO groups. Throughout his career, Mr. Martinez has received extensive training and education in the areas of civil rights, EEO, and diversity and inclusion. He has been the recipient of numerous awards and recognitions for his outstanding leadership, performance and achievements.
Mr. Martinez also served a two-year term as the Chairperson for the National Council of Hispanic Employment Managers (NCHEPM), a Federal inter-agency council which advocates for Hispanic/Latino employees and prospective applicants. As Chairperson, Mr. Martinez led the NCHEPM to increase its membership from approximately 150 to over 500 members world-wide; expanded the Council’s network with multiple national affinity organizations; and assisted multiple Federal agencies developing effective Hispanic employment programs.
Mr. Martinez is also a 22-year Army veteran who served his country with distinction and honors. He holds various degrees including an Accounting degree from Cameron University, a Business Management degree from the University of Maryland University College as well as graduate certificates on Human Resources Management, and Leadership and Management. He is also an Honors graduate from the Defense Equal Opportunity Management Institute.
