Clinton D. White
Mr. Clinton D. White joined the Barbados based USAID/ESC Mission in September 2019 as the Regional Representative assuming leadership of the Mission’s portfolios in the OECS and Barbados, Guyana, Suriname, Trinidad and Tobago, and the Bahamas. USAID’s work in the ESC region directly supports United States foreign policy priorities, fortifying efforts to stem crime and violence and promoting sustainable development growth programs. Mr. White is a career member of the Senior Foreign Service with extensive policy and public sector experience providing advisory and technical assistance within USAID as well as host governments.
Prior to this assignment, Mr. White was the Senior Development Advisor for USAID/Libya. He was responsible for leading USAID/Libya on advancing U.S. priorities that focused on strengthening stability and self-reliance by partnering with governmental institutions, civil society, the private sector and other actors essential to Libya’s near-term stability and long-term development. He previously served as the Deputy Assistant Administrator (DAA) in the Management Bureau, the largest Bureau in the Agency, which oversees the Finance; Information Technology (IT); Procurement; Management Services; and Operational Policy, Budget, and Performance divisions. He has also served overseas as a USAID Regional Controller, directing financial management operations in numerous missions, including Egypt (2009-2013), Pakistan (2008-2009), Senegal (2005-2008), and Ghana (2003-2005).
Mr. White’s career also includes working with national and municipal governments, a range of private sector and civil society groups, including those representing women, youth and marginalized communities, in their effort to improve the lives of families, communities and countries, along with international non-governmental organizations (NGOs) and other international donors.
Mr. White is the 2019 recipient of a Presidential Distinguished Service Award. Mr. White is also the recipient of multiple Superior and Meritorious Honor Awards for his efforts to advance U.S. objectives.
Mr. White holds a B.S. in Business (Marketing) from the University of West Florida; an MBA from the University of West Florida; and studied Organizational Development and Leadership at the University of West Florida, as well as Public Financial Management at Duke University.

Kipp Sutton
Kipp Sutton is USAID/Eastern and Southern Caribbean’s (ESC) General Development Office Director. He oversees USAID/ESC's Youth, Citizen Security, Climate Resilience, Disaster Risk Reduction & Recovery, Education, and Governance programs covering Antigua and Barbuda, Barbados, Dominica, Grenada, Guyana, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago.
Mary Bliss
Mary Bliss is USAID/Eastern and Southern Caribbean’s (ESC) Program Office Director. She supervises all aspects of the annual program cycle and the mission's communications, and monitoring and evaluation programs covering Barbados, St. Kitts and Nevis, Dominica, Antigua and Barbuda, St. Lucia, St. Vincent and the Grenadines, and Grenada, Trinidad and Tobago, Guyana, and Suriname.
