Humanitarian Assistance

Office of Food for Peace (FFP)

Funding provided in FY 2019: $300.7 million

FFP provides emergency food and nutrition assistance through in-kind and market-based interventions to reduce acute food insecurity among the most vulnerable populations.

 

Office of U.S. Foreign Disaster Assistance (OFDA)

Funding provided in FY 2019: $108.3 million

OFDA supports humanitarian interventions to address acute emergency needs of vulnerable populations, including supporting early recovery and disaster risk reduction activities designed to protect and restore livelihood assets. 

 

Democracy, Stabilization and Governance 

Transition Initiatives for Stabilization (TIS+)

Total Estimated Cost: $67 million

Start-End date: May 2015 – May 2021

TIS+ decreases the influence of and support for violent extremist groups through targeted interventions that increase citizen confidence in local government and expand political inclusion for marginalized groups.  

 

Office of Transition Initiatives, Somalia Stabilization Initiative 

(SSI/Dalbile, “Nation Rising”)

Total Estimated Cost: $50 million

Start-end date: February 2016 – May 2020

SSI/Dalbile minimizes the conditions that enable violent extremist groups to destabilize Somalia. It contributes to stabilization efforts by countering the influence and presence of extremist organizations, reducing their ability to take root and recruit, and creating opportunities for government and local communities to reestablish control. 

 

Expanding Access to Justice (EAJ)

Total Estimated Cost: $25 million 

Start-End date: August 2018 – August 2023

EAJ expands access to justice by supporting effective mechanisms to resolve grievances and feelings of injustice - addressing one of the primary drivers of violent extremism in Somalia. In the process, EAJ strengthens the quality and reach of justice services and the capacity of justice-focused organizations.

  

Bringing Unity, Integrity, and Legitimacy to Democracy (BUILD)

Total Estimated Cost: $31.5 million 

Start-End date: March 2016 – March 2021

BUILD strengthens the capacity of the National Independent Election Commission to administer credible elections; supports the development of political parties and increased civic participation; and improves media coverage of political processes.

 

Strengthening Public Accountability in Parliament (DAMAL, “Gathering Place”)

Total Estimated Cost: $2.5 million 

Start-End date: September 2019 – May 2021

DAMAL strengthens Parliament’s financial oversight capacity and promotes civic engagement. It enhances Parliament’s review of the national budget and key legislation.

 

Multi donor trust fund contributions

Joint Program on Local Governance and Decentralized Service Delivery (JPLG) 

Total Estimated Cost: $1.5 million

Start-End date: July 2018 – June 2023

USAID’s contribution to this UNDP-managed project supports local governments to become more inclusive and representative by improving their accountability and responsiveness to citizens. 

 

Customs Reform and Trade Enhancement Somalia (CRATES)

USAID contribution: $5 million

Start-end date:  August 2018 – July 2022

CRATES increases customs revenue, Somalia’s primary source of domestic revenue, and improves the efficiency of international trade. USAID co-finances approximately 40% of this $14 million jointly funded project managed by DFID.

 

World Bank Multi-Partner Fund (MPF)

Total Contribution: $12.1 million

Start-End date:  September 2016 - September 2021

USAID’s contribution supports improved public financial management and governance.

 

The UN Electoral Support Program

Total contribution (ceiling): $4.5 million

Start-End date: January 2020 – December 2024

The UN Electoral Support Program supports the National Independent Election Commission to manage Somalia's first universal suffrage multi-party elections since 1969.

 

Social Services

Alternative Basic Education for Pastoralists (ABE)

Total Estimated Cost: $10 million

Start-End date: September 2015 – September 2020

ABE expands access to equitable, quality education for pastoralists and other marginalized children in Jubaland and South West States. 

 

Bar ama Baro (BAB “Teach or Learn”) 

Total Estimated Cost: $49 million

Start-End date: October 2019 – October 2024

BAB aims to increase access to quality education and support accelerated learning for out-of-school children and youth who have been persistently left behind.

 

Girls’ Education Challenge Transition (GEC-T)

USAID Contribution: $5 million

Start-End date: September 2018 – April 2022

GEC-T improves access to quality education for Somali girls and young women in this $33.7 million jointly funded project managed by DFID.

 

Economic Growth

Growth, Enterprise, Employment and Livelihoods (GEEL)

Total Estimated Cost: $74 million

Start-End date:  September 2015 – September 2020 

GEEL promotes inclusive economic growth and resilience through activities that affect key industries, particularly agriculture, fisheries, livestock and renewable energy. The program builds the capacity of the private sector to increase investments and jobs.

 

Development Credit Authority (DCA)

Total Contribution: $350,000

Start-End date:  September 2019 – September 2029

USAID provides a credit guarantee to unlock private sector financing for solar power installations to reduce the cost of electricity in Somalia.

 

Cross-Cutting

Somalia Program Support Services (SPSS)

Total Estimated Cost: $28.8 million

Start-End date: August 2014 – June 2021

SPSS provides third-party monitoring and verification services; evaluations and assessments; and management and learning support to enhance program effectiveness.

 

Support to Aid Management and Coordination Project

Total Contribution: $1.5 million

Start-End date:  March 2018 – December 2020

USAID’s contribution strengthens the effectiveness and efficiency of aid to Somalia.
