The following report addresses the United States Agency for International Development’s (USAID’s) FY 2016 utilization of small businesses under USAID’s Indefinite Delivery Indefinite Quantity Contracts (IDIQs) and task orders. This report is provided pursuant to Senate Report 114-290, accompanying S. 3117.
In FY 2016, of the $16.4 billion USAID obligated through acquisition and assistance awards, $1.989 billion was obligated through existing and new task orders and IDIQs. Of that amount, approximately $190 million, or 10 percent, was obligated to small businesses through task orders and IDIQs. In FY 2016, approximately $625 million was obligated under new IDIQs and task orders, of which approximately $91 million, or 14.6 percent, was obligated to small businesses. Out of the total number of new IDIQ and task order awards, 28.8 percent were made to small businesses.
