The following report addresses the United States Agency for International Development’s (USAID’s) FY 2015 utilization of small businesses under Indefinite Delivery Indefinite Quantity Contracts (IDIQs). This report is provided pursuant to Senate Report 114-79, accompanying S. 1725.
In FY 2015, of the $16.1 billion USAID obligated through its acquisition and assistance functions, $2.23 billion was obligated through existing and new IDIQs. Approximately $83 million or 3.7 percent of that amount was obligated to small businesses through IDIQs. In FY 2015, approximately $459 million was obligated under IDIQs for new awards, of which approximately $49 million or 11 percent was obligated to small businesses. Out of the total number of new IDIQ awards, 36 percent were made to small businesses.
