The U.S. Agency for International Development, Office of Small and Disadvantaged Business Utilization (OSDBU) negotiate internal small business goals with the Agency’s Bureaus, Independent Offices, and overeas Missions. The goals are determined based on the three year average of total contract obligations, three year average of total prime contract obligations to small businesses, current contract opportunities (refer to the Business Forecast), and Country Development Cooperation Strategy (CDCS), if applicable.
