The U.S. Agency for International Development (USAID) and the Federal Communications Commission (FCC) are pleased to announce the signing of a Memorandum of Understanding (MoU) on coordination around fifth-generation (5G) broadband Internet and training in information and communications technology (ICT). USAID Deputy Administrator Bonnie Glick and FCC Chairman Ajit Pai signed the MoU, which will further the goals and objectives of the USAID Digital Strategy and the FCC's 5G FAST Plan, consistent with the National Strategy to Secure 5G.
Cooperation between USAID and the FCC is key to the U.S. Government's long-term success in streamlining and executing a whole-of-Government approach to 5G technology in emerging markets. USAID and FCC's joint work to establish secure, open, inclusive, and reliable 5G in emerging markets will serve as the foundation for open and accountable governance, inclusive development, and widespread economic growth, all of which enhance U.S national security.
USAID and the FCC recognize that the high speed of 5G will connect rural and urban citizens to the Internet of Things, and integrate cutting-edge artificial intelligence and machine-learning into industries like farming, manufacturing, and health care. Therefore, the MoU will support an Internet and digital infrastructure that promotes democracy consistent with American values of respect for individual rights, competitive markets, and freedom of expression, while facilitating collaboration on network security in developing countries. The agreement affirms the following goals and objectives:
- Promoting competition, innovation, and investment in broadband services and facilities within developing countries;
- Boosting the U.S. economy by ensuring a competitive framework for evolving communications networks and services in emerging markets;
- Encouraging the highest and best use of spectrum domestically and internationally; and
- Strengthening the defense of our Nation's communications infrastructure.
