OVERVIEW

Latest figures indicate that HIV/AIDS prevalence in Mozambique is 13%, with 29% prevalence among orphans aged 15-17, and almost 40,000 AIDS related deaths in 2015. Three randomized clinical trials showed that male circumcision (MC) reduces female to male HIV transmission by approximately 60%. In Mozambique, MC has been practiced by many communities for centuries. In addition to having religious significance, MC often serves as a rite of passage to adulthood and is performed as part of adolescent initiation rites. Approximately 63% of men aged 15-49 are circumcised (up from 51% in 2009), although there is significant variation across the nation’s 11 provinces, with low circumcision rates and high HIV prevalence observed in the southern and central regions of the country.

PROGRAM DESCRIPTION

AIDSFree seeks to achieve its goal of improved quality and effectiveness of high-impact, evidence-based HIV and AIDS interventions through optimized productivity in existing voluntary medical male circumcision (VMMC) sites and expansion to additional ones; as well as the continued provision of technical assistance to and collaboration with the Ministry of Health (MOH) to ensure high-quality and safe services at all VMMC sites. Furthermore, through improved data collection, analysis, and clear and frequent communication between MOH, USAID and other key partners, the project implementer is increasing the quality and quantity of VMMC services. The project implementer is providing various training events regarding VMMC procedures, infection prevention and control, emergency and adverse event management, HIV testing and counseling, and data management. VMMC clients also receive screening and treatment for sexually transmitted infections, provision and promotion of male and female condoms using age-appropriate language, and promotion of safer sex practices and age appropriate risk reduction counseling.

EXPECTED RESULTS

As a result of this initiative, the project will support delivery of high-quality VMMC services for adults and adolescents in Tete and Manica provinces. AIDSFree’s VMMC activities are expected to have the largest impact on men aged 15-29, who are at greatest risk of HIV infection; however, clients 10 to 14 and above 29 are also expected to receive services. Expansion of VMMC services is aimed at achieving coverage of at least 80% of uncircumcised clients aged 15-29 years.
