USAID supports public financial management and fiscal transparency in Angola by strengthening public institutions, including the Ministry of Finance, Court of Accounts, and Parliament; and improving the planning, preparation, and implementation of more transparent budgets. Through this program USAID also strengthens the capacity of local civil society organizations to advocate for a more transparent budget including a more participatory process that engages key stakeholders and communities. USAID provides mentoring, training, and oversight to Ministry of Health staff with the goal of supporting sustainable health financing at central and municipal levels to improve budgeting, execution, and oversight of public health resources. These partnerships increase the Angolan authorities’ ability to objectively understand resource needs and account for expenditures, which minimizes reliance on international assistance and provides the country with a sense of ownership over its own development agenda.
