U.S. Agency for International Development (USAID) Administrator Mark Green today signed a Memorandum of Understanding (MOU) with the Honorable José Valencia, Minister of Foreign Affairs and Human Mobility of the Republic of Ecuador. The MOU signifies the establishment of a new chapter of cooperation between USAID and the Government of Ecuador.

U.S. Agency for International Development (USAID) Administrator Mark Green visited Bogota, Colombia May 13-14. On May 13, Administrator Green and President Duque announced an agreement to expand the scope of the two countries' Development Objective Assistance Agreement. USAID's $160 million contribution to this bilateral agreement reaffirms the two countries' continued support and collaboration. Administrator Green and President Duque also met with the Mayor of Ovejas to celebrate the USAID-funded land titling pilot project, which is Colombia's first massive land-formalization and multi-purpose registry project. Land-formalization is a key step to mitigating conflict, strengthening the economy, and reducing inequality in rural areas.

And, it's why today I want to take the opportunity to announce $160 million U.S. dollars in development assistance to Colombia from USAID.

United States Agency for International Development (USAID) Administrator Mark Green met yesterday with Colombian Vice President Marta Lucía Ramírez in Washington, D.C. Administrator Green and Vice President Ramírez discussed the enduring partnership between the United States and Colombia to promote a sustainable peace, including through market-oriented investments in rural areas to provide economic opportunities for communities affected by violence, especially for women entrepreneurs. The Administrator and Vice President also reviewed the close U.S.-Colombian collaboration on responding to the regional crisis caused by the illegitimate Maduro regime in Venezuela.

Members, in order to capture some of the important work that so many of you have referenced, I'd like to touch briefly on a few of my recent travels. I just returned from Ethiopia and Côte d'Ivoire with Senior Advisor to the President, Ivanka Trump. While there, we met with women leaders and entrepreneurs to advance the Women's Global Development and Prosperity Initiative. We discussed ways to improve the enabling environment for women entrepreneurs, and advance issues like access to credit for women entrepreneurs at all levels.

During her visit, Deputy Administrator Glick will give remarks at the Accord Network Executive Retreat and meet with private sector partners to explore strategic engagement opportunities with USAID in emerging markets. Deputy Administrator Glick will also meet with members of the Middle Eastern Christian diaspora to discuss USAID's efforts to engage directly with local Iraqi groups in helping their communities recover from ISIS genocide.

In total, the USAID request for Fiscal Year 2020 is approximately $19.2 billion.  It represents $2.4 billion, or 14 percent more than last year's request. It's an attempt to balance fiscal responsibility here at home with our leadership role and national security imperatives around the world.

On World Malaria Day, I reflect on my time as a teacher in Africa 30 years ago, when my students routinely fell ill with malaria and died. I lost students, parents lost their children, and villages lost entire generations to this deadly disease. This is why I am so proud of the transformative work the U.S. President's Malaria Initiative (PMI) does each day to bring cost-effective, life-saving tools, such as bed nets, insecticides, and medicines to people where they live.

A fierce champion of human rights and dedicated employee of the U.S. Embassy in Dhaka, Xulhaz Mannan was brutally murdered on April 25, 2016, at the hands of extremists who espoused a hatred unknown to Bangladesh and contradictory to the warmth and hospitality of the Bangladeshi people. Xulhaz joined the Office of Democracy and Governance at the Mission of the U.S. Agency for International Development (USAID) in Bangladesh in 2015, after serving nine years as the Protocol Specialist for the U.S. Embassy.
