When a Positive Determination is made for some or all actions of a project/activity, a Scoping Statement (SS) must be prepared, per 22CFR216.3(a)(4). The purpose of the SS is to identify the potential significant impacts relating to the proposed action and to determine the scope of the issues to be addressed in the Environmental Assessment (EA) or Environmental Impact Statement (EIS).
