These precepts (including the FS/SFS Skills Framework) prescribe the procedures and criteria to be used by Foreign Service (FS) Promotion Boards for determining which Foreign Service Officers they will recommend and rank for promotion, and which they will assign a “C” grade for failing to meet the standards of performance for their class.
