Remarks by Assistant Administrator Brock Bierman, The McCain Institute Tbilisi Conference: Discussion on Disinformation

Before jumping into my remarks, I want to thank the McCain Institute and EPRC for including a session this important topic.
The presentation on their joint project is impressive in its scope and its goals.
The Philippines loses about 68.5 billion pesos every year to IUU fishing.
USAID is working with BFAR and a consortium of local partners to address these threats in select marine biodiversity areas in the Philippines. Our partnership advocates for the sustainable use of coastal and marine resources, enhances the resilience of these resources, and works with Philippine authorities to sustainably manage fisheries.
The U.S. government is honored to partner with the Philippine government and the Filipino people to help strengthen access to justice and the rule of law in the Philippines by supporting both the supply and demand sides of the effective and efficient administration of justice. Our partnerships with judicial governance actors and non-state actors working in this space have spanned more than three decades.
With funding from the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), and support from USAID through our implementing partner fhi-360, these solar plants will provide power to 18 health facilities, one health post, and 65 health worker staff houses across Central, Copperbelt, Luapula, Northern and North Western provinces.
Over the past five years, USAID and other development partners have assisted the DOH to find missing TB cases, expand new diagnostic systems, and successfully treat one million Filipinos with TB. Through our partnership, the Philippines is also one of the few countries in the world that has introduced new, shorter anti-TB medicines and regimens.
Cambodia’s economic security depends upon the sustainable management of natural resources and preserving a heathy environment. This is vital to the country’s continued economic growth. For the past three years, USAID and UNDP supported legal reforms to protect Cambodia’s environment, including amendments to the Protected Area law and the Forestry law. We also helped with the draft of the Environmental and Natural Resource Management Code of Cambodia. These amendments to the laws and the future enactment of the Environment Code establish a solid legal framework for the protection of natural resources.
The U.S. government’s close partnership with the Philippine government to invest in education has yielded significant success that we should all be proud of. Through our partnership, in the past six years, nearly four million school children now have better literacy and 25,000 vulnerable youth have greater ability to return to school or attain employment.
With USAID support, IRRI has produced and disseminated high-yielding stress-tolerant rice varieties in collaboration with national governments in Asia and Africa. This helps farmers be more resilient to climatic shocks. USAID support has accelerated the dissemination of these varieties in Cambodia with a re-focus on strengthening the national seed system. This is achieved by nurturing the growth of private seed producers, facilitating a greater integration of the private sector in the rice seed value chain, and fostering a policy environment that enables coordination within the value chain. A strong and functional rice seed system will ensure an accelerated dissemination of these rice varieties across the country.

As we all know, Cambodia has suffered through many painful years of civil war, including – but not limited to – the almost unimaginable atrocities committed under the Khmer Rouge regime. During those years, some of the darkest known to humanity, more than 1.7 million Cambodians died from starvation, forced labor, torture, and execution. Why do these atrocities matter to us here and now in 2019? It is because there is no better teacher than the past. The effects of the Khmer Rouge regime still linger for many Cambodians who lived through that terrible period. Remembering and understanding the history of such crimes is critical not only to comprehending where we are today, but also to helping us build a better future as a nation and a society.
