Water security is also one of the strategic priorities of USAID in the Philippines. For the past four years, USAID, through its Water Security for Resilient Economic Growth and Stability or the Be Secure Project, has worked with local governments and water utilities to provide 1.5 million Filipinos access to clean drinking water. We have also helped almost 900,000 Filipinos access improved sanitation.

My congratulations to the Ministry of Health and the Health Professional Councils who have worked with many to make this law a reality. I commend the Councils’ leadership and I encourage all of you to continue to work together to support the implementation of this new law. The passing of this new law marks an important milestone. It demonstrates Cambodia’s commitment to strengthening health professions and ensuring the quality of health services around the country. It will also help the Councils by strengthening their partnership with the Ministry of Health - particularly the provincial government - and health development partners.

Thank you for the opportunity to be with you for the launch of the “Wonders of Mekong project: A Foundation for Sustainable Development and Resilience”. It is my pleasure to have another opportunity to celebrate our partnership between the Royal Government of Cambodia and the United States. The goal of this particular project is to research and document the internationally significant natural and human capital assets of the Mekong and to demonstrate how conservation, that is, stewardship of Cambodia’s river and lake systems, is vital to Cambodia’s economic growth and the well-being of its people. We will need your dedication, determination and a real commitment to secure the success of this project.  Our coming together today provides a great opportunity to reflect on how truly wonderful the Mekong is, on the advances Cambodia is making for its conservation and on how together we will  continue to strengthen the health and vibrancy of the river for the people of Cambodia, the region and even the globe.

The right to education is universal and extends to all children, youth, and adults. We all know that every child is unique and different. They have different abilities, learn in different ways, and at different paces. The majority of children with disabilities in developing countries are currently out of school, while many of those enrolled are not learning. Making sure boys and girls with disabilities can go to school and learn is a prerequisite for country to reach its full potential and have inclusive economic growth.

We are here, on Incubator Demo Day, to see eleven teams present their business ideas to the startup community and interested investors. The top five teams will move on to a full time “accelerator” program where they will receive a budget to build their solutions and receive help from advisors. Impact Hub will also work to connect them to the impact investor network so they can work to secure funding to make the businesses sustainable.

USAID’s support for breastfeeding is longstanding, going back to the 1970’s, when USAID raised concern over a decline in breastfeeding.  We are proud that our “Breastfeeding for Child Survival Strategy” was launched all the way back in 1990, establishing breastfeeding as a critical component of our programs.

The U.S. government in collaboration with UNICEF is committed to advancing Cambodia’s development, beginning with its children. We’ve taken a close look at this issue in Cambodia. The best way to tackle the problem, we believe, is to take an integrated approach to build strong beginnings, put family care first, and protect children. The early experiences of children have long-term impact on their bodies and brains. That’s why we support actions that underline the importance of body AND brain health, including nutrition and positive caregiving. They should also emphasize the importance of families to children's growth and development and education.
