Thank you Secretary General Garrett for that kind introduction.
And thank you all for being here for a discussion of the most pressing challenge Europe now faces for its further democratic development.
We also know that Zambia’s critically high rates of stunting have persisted for several decades, reaching almost 50 % in rural communities. Malnutrition and stunting impedes children’s’ physical growth and cognitive development, and consequently, seriously hinder Zambia’s long-term development prospects. It affects Zambia’s most valuable resource - its people.

Thank you for taking time this afternoon for this important discussion.
Cambodia faces great challenges in preserving its rich fish populations. Water availability and timing are becoming increasingly uncertain here and throughout the Mekong Basin as hydroelectric development expands. Flooded forests are being removed. More people are fishing, both legally and illegally. And a changing climate adds uncertainty to all of these factors.
But I have also learned that Cambodians – both in government and in communities across the nation – are responding to these threats through community-based fishery management, improved law enforcement, and efforts to blend rice culture with aquaculture.
Many of you know that USAID has a 40-year legacy of inspiring Egyptian success, but as the USAID Mission Director, it never fails to astonish me when I hear comments like, “I didn’t know USAID was still in Egypt.” And, truth be told, I hear comments like that even here, at AmCham events. So my goal is for you to leave here this morning with a better understanding of what we’re doing right now and what we have planned -- and to appreciate the impact we’re making, and the strength of USAID and Egypt’s strategic partnership.
You’ll hear me speak about COMMITMENT and CAPACITY. At USAID, world-wide, we’re looking to support a country’s journey to self-reliance by leveraging its policy-level COMMITMENT to effective, inclusive, and accountable solutions to educating their people, building a skilled and healthy workforce, ensuring economic stability, and other development challenges.

When we talk about the strength of democracies, we cannot ignore the authoritarian powers who seek to weaken, damage, and destroy them.
USAID recently launched the Countering Malign Kremlin Influence Development Framework to respond to the authoritarian challenge in this region.
On behalf of the U.S. Mission to Zambia, it is my pleasure to join you this morning at the Shared Responsibility and Accountability learning event for the Fostering Accountability and Transparency (FACT) project. Designed to work at the district and national levels, FACT represents an investment by the United States government, through USAID, to strengthen local civil society’s capacity to drive and champion Zambia’s development agenda.
ICT applications are also being widely used by the public and private sectors in Cambodia for a broad range of purposes such as money transfers, digital payments, training, public outreach, data collection, transportation, and for other social and commercial purposes. There is really no facet of Cambodian life that has not been affected by ICT in some way or another.
That is why the United States has been a staunch supporter of ICT in Cambodia and in other countries. The reason is simple: we believe ICT can accelerate a country’s development, drive its economic success, and improve its prospects for self-reliance. We believe that digital technology should foster tools that empower citizens to make choices and have their voices heard and respected. Our belief in a free and fair system based on the rule of law underlines the United States’ approach to technology.
